Eastern traffic railway transport – notifications and permits

At the request of the Russian railways, the volumes of rail transport from Finland to Russia and the CIS countries must be notified monthly in advance. The sender is responsible for ensuring that there is an RZD-approved monthly or supplementary consignment permit for the transport prior to the commencement of the transport.

Monthly declaration

  • Export customers must report the quantities of their export shipments to be transported during the following month by the 19th of each month.
  • Monthly consignment declarations are made separately for consignments to Russia and transit through Russia.
  • The monthly consignment declaration form is sent by email to VR Transpoint's Service Centre.

Supplementary consignment declaration

  • If the previously reported export quantities are exceeded or the export quantities have not been reported in the monthly declaration, the additional consignment must be reported by email to VR Transpoint's Service Centre.
  • Supplementary consignment declarations are made separately for consignments to Russia and transit through Russia.
  • VR Transpoint forwards the monthly and supplementary consignment declaration data to RZD and receives confirmation/approval of the shipments.

Group permit

  • A group permit is required if more than 10 loaded wagons, including wagons loaded with containers, or 20 empty wagons are sent to Russia on a single Eastern traffic waybill. Permits are always required for other CIS countries, as well as for ADR consignments.
  • The group permit application must be sent to VR Transpoint's Service Centre, which forwards the permit declaration to RZD for approval.
  • The sender is responsible for ensuring that consignments to Russia or transiting through Russia have RZD-approved permission to transport the wagon group with a single waybill.
  • Transporting containers with a single waybill also requires a group transport permit in import. The permit is requested from RZD by the sender.
